Molesworth Steering Committee - Ngāi Tahu Representative

The Te Rūnanga o Ngāi Tahu nomination and appointment process is being undertaken to appoint a new Ngāi Tahu representative to the Molesworth Steering Committee.
Functions of the Molesworth Steering Committee
Appointed under section 9 of the Reserves Act 1977 to:
Advise the Minister of Conservation on the biodiversity, recreation and pastoral farming management of Molesworth.
Assist in the preparation of a draft Conservation Management Plan for consideration and approval under s40B of the Reserves Act 1977, and
Advise the Minister of Conservation and Landcorp Farming Ltd on any issues arising from the implementation of the terms of the Land Act 1948 lease and the management plan.
Purpose of the role
The purpose of this role is to represent the Ngāi Tahu perspective to the Molesworth Steering Committee ensuring that any issues of tribal significance are reported to Te Rūnanga o Ngāi Tahu while also ensuring that tribal matters of significance are represented to the Committee.
Required skills, experience and qualifications
An active interest in conservation
An understanding of Ngäi Tahu values in relation to conservation and an ability to promote and articulate these values.
The time and energy for board and committee meetings, field trips (normally during the working week), reading and consultation. The ability to listen, analyse issues, participate in discussion and reach consensus decisions.
Familiar with
An understanding of the Te Runanga o Ngai Tahu Settlement Act.
An understanding of S4 of the Conservation Act.
An understanding of the Conservation Act

Meeting details
Average meetings - Usually 2 - 3 meetings per year. $500 per day for meetings. $250 of this is met by DOC and $250 by Te Rūnanga o Ngāi Tahu. Reasonable expenses for travel, accommodation and meals approved in advance by the Committee will be reimbursed by the Department of Conservation.

Department of Conservation, Regional Conservation Boards – Ngāi Tahu Representatives

The Te Rūnanga o Ngāi Tahu nomination and appointment process is being undertaken to appoint Ngāi Tahu representatives to the regional Conservation Boards.
Functions of the Conservation Board
Conservation Boards oversee the development of the conservation management strategies, conservation management plans and any national park management plan within its area of jurisdiction. The Boards play an important role in ensuring public submissions are reflected in plans and that plans are implemented as approved.
Purpose of the role
The purpose of this role is to represent the Ngāi Tahu perspective to the Conservation Board ensuring that any issues of tribal significance are reported to Te Rūnanga o Ngāi Tahu while also ensuring that tribal matters of significance are represented to the Board.
Required skills, experience and qualifications
An understanding of Ngäi Tahu values in relation to conservation and an ability to promote and articulate these values.
A willingness to understand and promote the undertakings contained in the Deed of Settlement in relation to Conservation Boards.
The ability to encourage the adoption of customary management practices where they are applicable.
To help develop a Māori customary approach to conservation.
To help develop iwi initiatives to integrate into the programmes of the Department and Board.

Positions available
There are six positions available:
Canterbury Aoraki Conservation Board (x2 positions)
Nelson Marlborough Conservation Board (x1 position)
Southland Conservation Board (x2 positions)
West Coast Tai Poutini Conservation Board (x1 position)
Meeting details
Most Boards meet four-five times a year; occasionally more often. Meetings take a full day. When linked to a field trip or inspection visit, they can take two/three days, sometimes over a weekend. There will also be committee meetings, time required for researching issues and working on reports or submissions, preparation time spent reading briefing material before meetings and time for liaison and public consultation. Remuneration of $500 per day for a meeting. $250 of this is met by the DOC and $250 by Te Rūnanga o Ngāi Tahu. Reasonable expenses for travel, accommodation and meals approved in advance by the Board will be reimbursed by the Department of Conservation.

Fiordland Marine Guardians – Ngāi Tahu Representative

The Te Rūnanga o Ngāi Tahu nomination and appointment process is being undertaken to appoint a new Ngāi Tahu representative to the Fiordland Marine Guardians.
Functions of the Fiordland Marine Guardians
Under Section 12 of the Act, the Guardians have the following functions:
To provide advice and recommendations to management agencies and Ministers to achieve the purpose of the Act.
Facilitate and promote the integrated management of FMA.
Obtain, share and monitor information on the state of the FMA.
Assist management agencies to:
Prepare and disseminate information about the FMA, including educational information
Monitor the state of the marine environment (and biological diversity) in the FMA
Plan for the enforcement of, and compliance with, the management of the FMA
Conduct any reviews that they are invited by the Minister for the Environment to conduct, and agree to conduct
Purpose of the role
The purpose of this role is to represent the Ngāi Tahu perspective to the Fiordland Marine Guardians ensuring that any issues of tribal significance are reported to Te Rūnanga o Ngāi Tahu while also ensuring that tribal matters of significance are represented to the Fiordland Marine Guardians.
Required skills, experience and qualifications
Knowledge, experience and expertise in one or more aspects relevant to the management of the Fiordland (Te Moana o Atawhenua) Marine Area.
The ability to work with other members of the Guardians and with agency officials to establish common goals and work cooperatively to achieve them.
The ability to network and consult effectively with stakeholders and community groups.
An understanding of effective governance and strategy.
The interest and enthusiasm and time needed to contribute effectively to the work of the Fiordland Marine Guardians.

New Zealand Conservation Authority (NZCA) – Ngāi Tahu Representative

The Te Rūnanga o Ngāi Tahu nomination and appointment process is being undertaken to appoint a Ngāi Tahu representative to the New Zealand Conservation Authority (NZCA).
Functions of the New Zealand Conservation Authority
The NZCA is a national conservation policy advisory and development body, aligned with the Crown, which acts as an informed national voice representing public opinion with regards to the statutory responsibilities of the Minister and Department of Conservation.
Purpose of the role
The purpose of this role is to represent the Ngāi Tahu perspective to the NZCA ensuring that any issues of tribal significance are reported to Te Rūnanga o Ngāi Tahu while also ensuring that tribal matters of significance are represented to the Authority.
Required skills, experience and qualifications
An excellent understanding of Treaty issues as they relate to conservation.
An ability to advocate Treaty rights in a suitable manner noting that other members of the NZCA are not necessarily sympathetic to this point of view.
An interest and enthusiasm in conservation as extensive reading of papers is required for meetings.
Experience on a Conservation Board.

Meeting details
Average meetings - 4 x 1.5 day meetings and 2 x 2-day meetings (includes a one-day field trip) with a remuneration of $750 per meeting.

Wānaka Mahi Toi
